Q - How big is the problem of homelessness in our area?

A - In 2008, COTS served 160 individuals in need of temporary transitional housing - up from 122 serviced in 2006. In our men's program, we have operated with a waiting list continuously since June 2008. Our partners in housing are experiencing similar increases in demand. At printing (Sept. 2009), the Housing Partnership had a wait list of 120 for its transitional and affordable housing programs and Appleton Housing Authority had a wait list of 940 for its voucher rental assistance program. There simply is not enough affordable housing for the working poor.

Q - How is COTS different from other housing providers like the Emergency Shelter and Harbor House?

A - The Emergency Shelter and Harbor House are crisis intervention shelters that provide short-term services at no cost to individuals. COTS can be a next step for many of these people. We require residents to pay a monthly fee for services and residents may stay for a maximum of two years. COTS facilities have single-occupancy rooms, so we are unable to shelter families with children.

Q - How are your programs funded?

A - Approximately 40% of our annual revenue is generated through the collection of resident program fees. The remaining 60% is secured through a combination of individual/corporate donations and competitive grant applications.
